滨海新区经济的发展对基础设施建设与运营效率提出了很高的要求。公私伙伴关系(public private partnership,PPP)模式是一种既能减轻政府财政负担,又能提高基础设施效率的建设与融资模式的效能。基础设施采用PPP模式,其成功的关键在于政府正确地行使职能,通过合同确立恰当的激励机制以及必要的环境与机构支撑。滨海新区基础设施建设采用PPP模式应遵循一定的原则,正确履行政府职能,建立专业机构,并加快对相关人才的培养。

The economic development of Binhai New Area has posed high demands on the construction and operating efficiency of infrastructure. Public private partnership （PPP） is a kind of construction and financing model, which can lighten the government＇s financial burden and improve the supply and efficiency of infraatmcture. The key factors to successful PPP application are the proper fulfilment of government functions, proper incentive mechanism established in the contract and necessary environmental and institutional support. In the practice of PPP model, Binhai New Area should follow certain rules, properly fulfil government functions, establish professional institutions, and speed up the training of relative professionals.
