在国际海上货物运输合同中，运费的扣留规则与合同的一般规则有着很大的不同。航运界有句名言“运费的支付是神圣的”。意思是，无论什么原因托运人都必须支付运费。那么，这句话是否涵盖了运费支付的全部问题？托运人无论什么情况下都必须支付运费吗？

In international conveyance contract of the sea goods,the rule of detention of freight is quite different from that of the general rule of contract. There is a famous saying in shipping field 'freight's paying is sacred'. Meaning,no matter what the reason is,consignors have to pay freight. So,is this saying cover the whole problems of paying freight? Do consignors have to pay freight under no matter what circumstance?
