WTO框架下我国农业保护政策

China's Agricultural Protection Policy under the WTO Framework

农业支持与保护是世界大多数国家在经济发展到一定阶段实施宏观调控、确保国民经济稳定发展的重要手段和政策措施。在WTO框架下,我国应加大"绿箱政策"的保护力度,建立农产品缓冲储备体系,确立制度化的农业投入体系,建立农业保险制度,进行农产品贸易控制,建立健全农业保护的中介和载体,完善农业社会化服务体系。

Agricuhural support and protection is an important means and measure implemented by most countries at a certain stage of economic development to carry out macroeconomic regulation and ensure stable economic development. Under the WTO framework, China should strengthen ＂green box＂ measures ： establishing an agricultural product buffer reserve system, setting up an institutionalized system of investment in agriculture, building an agricultural insurance system, conducting agricultural product trade control, strengthening intermediaries and vehicles for agricultural protection, and improving social service system for agriculture.
