贵州农民增收减缓问题及对策研究

A Study on Slowing Down the Raise of Guizhou Farmers' Income and Countermeasures

改革开放以后,农村各项改革不断深化,贵州农民收入有了较大幅度的增长。但是,到20世纪90年代后期,由于农产品的品种和质量不能完全适应市场需求,加上农业结构和农村经济结构也存在不合理现象,使农业效益下降,农民收入增长的速度开始减缓。解决贵州农民增收减缓问题,需要加大对农村的投入,进一步改善农产品结构,减轻农民负担,加大农村剩余劳动力转移的力度,建立农村社会保障体系,规范农村市场秩序。

With the continuous deepening of reform, there is a great growth in Guizhou farmers＇ income after the ＂Open Policy＂. It has increased by nearly 18 times, net income per capita 109 yuan in 1978 to 1721.55 yuan in 2006. However, up to the late 1990s, the yields on agriculture reduced and the raise of farmers＇ income began to slow down because the produce kinds and quality can＇t meet the market demand, together with the unreasonable agricultural structure and economic structure in rural areas. This study concludes that to solve the slowing down problem, countermeasures include ： input to rural areas needs to be raised, produce structure to be further improved, farmer＇s burden to be reduced, the transfer of the rest workforce to be quickened, social security system to be built up, market order to be standardized.
