流域开发建设，必然对环境造成影响，其中有有利的也有不利的影响。随着人们环保意识的加强，正确处理发展水电与生态环境的关系显得越来越重要。在进行流域规划时需按照一定的程序考虑环境的协调发展，对影响因素进行研究、分析，采取有效措施，改善生态环境，减免不利影响，充分利用有利影响。此外，重视环境管理和环境监测，开展水电工程对环境影响的回顾评价也是当务之急。
