依法治国是社会文明进步的重要标志,而法治国家的最高层次是实现宪政。要在缺乏法治底蕴的中国实现宪政,必须解决在依法治国进程中存在的许多问题,才能逐步推进宪政的进程,最终在中国实现宪政。

The administration over a country according to law is an important symbol of the advancement of social civilization and the establisment of a constitutional government is regarded as the supreme form for a law-abiding country. To establish a constitutional goverment in china without a law-abiding history, only through tackling the issues oppearing in the process of building a law-abiding country, can we eventually extablish a real constitutional goverment.
