基于综合效益评价的土地整理项目规划方案择优研究——以江苏省泰兴市分界乡土地整理项目为例

Research on the Choice of the Planning Project of the Land Consolidation Program Based on Integrated Benefit Evaluation——A Case Study of the Land Consolidation Program in the Fenjie village,Taixing City,Jiangsu Province

【研究目的】拟在对多种规划方案进行综合效益评价分析基础上,选择最优规划方案;【研究方法】采用层次分析法(AHP)和模糊综合评判方法,对土地整理项目拟产生的经济、社会和生态综合效益进行评价,以此确定项目最优规划方案;【研究结果】新增耕地数量、耕地质量提高程度等指标是影响综合效益的主要因素,也是规划方案确定所需考虑的首要因素;【研究结论】采用层次分析法和模糊综合评判方法进行土地整理项目规划方案择优具有较好的实用性。

[OBJECTIVE]The author plan to choose the most excellent planning project in the base of analyzing the integrated benefit of diversified planning projects. [METHOD]the study apply Analytical Hierarchy Process（AHP Method） and Fuzzy Compositive Evaluation method to estimate the integrated benefit evaluation which is produced by land consolidation program. The integrated benefit include economy, society, and entironment. And we can choose the planning project by this way. [RESULT]the result indicate that the ind of the added plantation amount, advanced degree of the plantation quality and so on is the leading factor affect integrated benefit, and is the chief factor to confirm the planning project. [CONCLUSION]it takes on better practicability to choose the planning project of the land consolidation by applying Analytical Hierarchy Process and Fuzzy Compositive Evaluation method.
