公共服务型政府是县级政府行政改革的战略定位。政府职能重构则是建设公共服务型政府的重要前提与基本保障。加强基础设施建设、维护经济秩序、发展区域经济合作、维护社会公正、完善社会保障体系、强化社会冲突管理是新时期县级政府经济社会职能的重心所在。明确界定县级政府在纵向结构中的职能重点,理顺横向层次的职能关系,规范政企关系,加强社会建设与政府危机管理是公共服务型政府建设的现实途径。

Public-service oriented governments is the goal of institutional reformation of county governments. And the reconstruction of county governments＇ functions is the important foundation of building public-service oriented governments. Enhancing the infrastructure construction, protecting the economic order, developing regional economic cooperation, defending social justice, perfecting social security system and strengthening the society conflict administration are the key job of county government functions in the new time. Making clear the important functions of county governments in the lengthways orientation and the functional relations in the horizontal orientation, regulating the relations between government and enterprises, strengthening social construction and governmental crisis management are the realistic approach from which the public-service oriented governments are to be built.
