Change of reservoir immigration into peasants of half lost territory

通过阅读大量参考文献及江西省万安水库的实地调研,借鉴了国外(以日本为主)相关政策以及国内的一些小范围试点安置政策,针对我国实际情况,提出了新的移民安置政策。结果表明现有的移民安置政策一定程度上损害了移民的利益,而移民成为半失地农民,将他们的土地使用权出租而不是被强制征用给开发商,开发商定期向移民支付租金这一政策更加符合移民的利益。

In order to promote that the resettlement and support policy for the reservoir immigrants in China reflects the immigrants' benefit,the policy of immigrants of half lost territory was employed to replace the current resettlement of immigrants.Based on lots of literatures and the field survey of Wan'an Reservoir of Jiangxi Province as well as relative foreign policies(mainly Japan's) and domestic trial settlement policies,the new policy of immigrants was put forward considering the situation in China.The results indicates that the current policy for immigrants has damaged the immigrants' benefits at certain degree,however,the following policy is more rational to the immigrants:the immigrants become the peasants of half lost territory,their land-use right is rented out but not forced to expropriate by the developers,and the developers pay for rent to the immigrants regularly.
