On the Public Library System and Law Guarantee

探讨了当前国内公共图书馆网络的性质、功能、模式特点,并对其实施过程中存在的缺陷进行分析,进而提出克服种种缺陷使其能够健康、持续发展的根本途径在于依靠相关法律的制定和保障。

This paper discusses the character, function and patterns of public library system in China currently, and makes an analysis on its defects during the process being put into practice. Finally, the author suggests that the basic approach to overcome the defects and to make a healthy and sustained development depends on the guarantee of library laws.
