印度农村小额保险发展经验及启示

The experiences of Indian rural micro-insurance and its inspira- tion to China

农村小额保险是近年来在发展中国家受到广泛重视的创新型保险业务。印度农村小额保险计划在众多发展中国家率先推行,取得了积极的经济保障效应,受到国际社会的广泛重视,对我国农村小额保险的发展有着重要启示。借鉴印度的经验,我国应充分重视小额保险发挥的重要社会风险管理作用;政府应积极支持小额保险的快速发展;因地制宜,重视发挥农村基层市场及社区组织的作用;创新产品,强化宣传,拓展小额保险市场;强化小额保险的监管与风险控制,实现可持续发展。

Rural micro-insurance is an innovative type of insurance business attracting increasing attention in recent years in developing countries. India is the first country to launch micro-insurance plan in rural areas among its peers and has achieved good economic protection effects. India＇s successful experiences are getting more and more international attention and are inspirational for China in developing micro-insurance in rural areas. Learning from Indian experiences, we should fully recognize the role of micro-insurance in social risk management, and the government should provide strong support for its quick development. At the same time, we should take into consideration of specific local situation and mobilize the roles of rural basic market and neighborhood organizations. We should also innovate on products and widely promote them among rural population in order to expand the micro-insurance market. The insurance regulator should strengthen supervision on micro-insurance and risk control to maintain sustainable development of it.
