Summarizing the common form of the information intercommunion in the command organization; using the resolution method to analyze the three kinds of the command decision-making method usually used in the command organization, such as ＂meeting communion＂ pattern, ＂speech communion＂ pattern and ＂mix communion＂ pattern, the paper explores and summarizes the optimized relationship between the command time-effectiveness and the best corresponding command organization＇s scale in various condition and calculates the best scale and its time-effectiveness based on a hypothesis.
