在和谐社会建设中坚持以人为本,要求我们始终把实现好、维护好、发展好最广大人民的根本利益作为一切工作的出发点和归宿。信访是一种人民群众表达利益的机制,是群众参政议政的重要途径。为此,需要对信访制度进行必要的反思和完善。本文从阐述完善和谐信访制度的必要性入手,重点揭示信访制度功能的重新定位,进而提出信访制度完善的思路和对策。

The construction of a harmonious society involves safeguarding the people＇s interest. The mechanism of letters and visits management is essential to meeting people＇s demand to get involved in political affairs. Therefore, it is quite necessary to reflect on and perfect this system. This paper illustrates the necessity of perfecting the system with a focus on the redefinition of its functions. And some ideas are proposed on this issue.
