新农村建设背景下民族地区农民发展权的保障——广西三江县社会调查的思考

Ensuring Farmer′s Right to Develop in the Minority Areas while Constructing the Socialist New Rural Areas

建设社会主义新农村是"十一五"经济社会发展的一个重要目标,如何以新农村建设为契机,抓好民族地区农村经济的发展,促进民族地区农民增收,关键在于保护民族地区农民的发展权。要认真对待民族地区农民的发展权,利用民族地区地域优势,大力发展民族地区农业产业,并加大对农业的投入力度,使民族地区农民的发展权从法律上得以根本保障。

Constructing the socialist new rural areas is a major objective of economic and social development during the 11 th five -year plan. The key on how to take the opportunity to construct new rural areas, to push forward the development of the rural economy in minority areas and increase the farmer＇s income lies in protecting the farmer＇s right to develop in minority areas. This paper holds that the farmer＇s right to develop in minority areas should be seriously treated, rural agriculture in the minority areas should be greatly developed on the basis of the regional advantages, thus more investment should be put into agriculture in order to fundamentally ensure the farmer＇s right to develop in minority areas by law.
