从消费者的角度考虑,居住费用是消费支出的重要组成部分。个人消费支出是劳动力价值,即劳动力成本的重要组成部分。个人消费支出不含住房费用,必然会低估了劳动力成本。低估劳动力成本会导致高估工资水平。不含住房费用的劳动力成本比含住房费用的劳动力成本可能低20%-30%。用不含住房费用的劳动力成本估计的工资水平,比含住房费用的劳动力成本的工资可能低20%-30%。在高房价时期,恩格尔系数并不表示人们获得的福利的增加,只有改良为消费支出与可支配收入的比率,即改良的恩格尔系数,才能反映人们所得福利的增加。

This paper holds that residential cost is an important component of consumer expenditure on the standpoint of the consumer.As personal consumer expenditure is labor value,which is an important component of cost of labor,then,if personal consumer expenditure does not include residential cost,it certainly underestimates the cost of labor.And underestimating the cost of labor will bring about overestimate of the salary level.The cost of labor which does not include residential cost is lower by 20%~30% than the cost of labor that does.And the level of salary estimated by the cost of labor that doesn't include residential cost is probably lower by 20%~30% than the level of salary estimated by the cost of labor which includes.Engel's Law coefficient doesn't denote the welfare augment of people in the phase of high building price.It's only the amended Engel's Law coefficient that can express the ratio of consumer expenditure and DPI(disposable personal income) that express the welfare augment of people.
