城市低保社会福利受助者“就业意愿”与社会救助研究

Research on the Employment Will of the Urban Subsistence-allowance-receiving Residents and Social Assistance

近年来,越来越多的有劳动能力者接受低保社会福利救助,对这部分群体如何采取一些积极的救助政策,促使他们再就业,重新回归社会,对于构建和谐社会非常重要。为此,本文对有劳动能力的低保社会福利受助者就业意愿进行量化描述,分析当前对低保社会福利受助群体的机制,探讨社会结构不同层面在社会救助过程中的行为价值取向,并从社会政策层面提出相关建议。

More and more residents with productive capacity receive social welfare assistance in recent years, implementing positive assistance policies to encourage them to be employed or re-employed is of great importance to the course of building a harmonious society. The paper makes a quantified description of the employment will of the social welfare assistance receivers, analyzes the mechanism of subsistence allowance, probes the behaviors and values held by different social sectors in social assistance, and put forward some proposals on social policy.
