With scientific development view as guidance, combining with the construction of new socialist countryside, the advent of urbanization construction climax in rural areas should be promoted. Aiming at the implement of urban and nural planning and construction, the corresponding feasible measures should be taken for the energy-saving and emission-mitigating of building and urban and rural management.
