中国渔业剩余劳动力转移成因分析及对策研究

Cause analysis and countermeasures of transfer of China's fishery surplus labor force

本文在农村剩余劳动力转移理论的指导下,分析了我国渔业剩余劳动力转移的成因,即渔业资源的衰退、捕捞作业渔场萎缩和经济因素两个方面。针对成因,根据我国国情和渔业特点,从发展渔业经济、调整渔业产业结构、加强渔民就业培训等方面阐述了解决我国渔业剩余劳动力转移的对策和建议。

Under direction of the theory of the rural surplus labor transfer, analyzed the reasons of the surplus labor transfer in China Fishery. There were two mainly factors causing the transfer： the condensation of fishing grounds brought by the depletion of fishery resource and economic factors. On the basis of fully considering the national conditions of our country and the Fishery according to the cause of its formation, the countermeasures and suggestions were expounded in the development of Fishery Economy; adjust Fishery industrial structure; improving fishermen＇s work quality.
