摘要
分析了环保档案工作由着重保管转向社会开放，为社会服务过程中存在的问题，提出了建立环保档案收集网络，改善环保档案管理设施，提高环保档案管理人员素质等的改革意见，使环保档案更好地为经济建设服务。
The author analysesd problems after environmental protection files open to the public and serve for society economic construction. It is important to establish an information and data collection system, improve facility of the file's storage as well as train staff.
