This article aims to answer the following question: what on earth affects the formation of European identity? Based on literature reviews and theoretical debates, the atricle suggests a new institutionalist perspective. It assumes that benefits and institutions are the two most prominent factors influencing the formation of European identity. In the post-Maastricht era, the influence of benefits decreases while the institutional factor becomes more and more important. The statistical analyses based on the Eurobarometer database testify the hypothesis.
