摘要
在中西方价值论研究中,公共价值一直未被足够重视而成为主流话题,公共价值却在现实中表现得异常突出。公共价值是同个体或私域价值相对应的范畴,是指同一客体或同类客体同时能满足不同主体甚至是公共民众(公众、民众)需要所产生的效用和意义,它主要由政府或社会团体设计、开发、制造、组织、治理,提供、分配给公众进行消费和享受的公共产品和公共服务。公共价值存在于公众的共同生产和生活之中。公共价值具有公众性、社会层面性、大规模性、宽广性、公众参与性、非资本性和非市场性等特征。公共价值观是公共价值的重要组成部分。
Public value has not received enough attention and hence become a hot topic in both the East and West studies, but it is very much active in reality. Public value is a conception parallel to individual or private value. It refers to the effect or significance produced by the same object or the same type of objects that could simultaneously satisfy the demand of differ- ent subjects and even the public. Public value is chiefly designed, developed, manufactured, organized, administrated, provided, and assigned to the public by government or public community, so as to consume and enjoy the public products and services. Public value exists in public production and lives. Public value has publicity, social stratification, large--scalarity, width, public participation, non--capitality and non--market characteristics. The public value view constitutes an essential part of public value.
