职教集团的组织结构与管理体制

Organization Institution and Management System of Vocational Education Group

职业教育集团组建起来后，必须处理好集团内部组织管理问题。借鉴企业集团理论，职业教育集团的组织结构可分为核心层、紧密层、半紧密层、松散层四个层次；在集团内部管理体制上，可以采取理事会制，理事会作为集团的最高决策机构，并设立常务理事会和秘书处，分别作为执行机构与联络机构；在集团内部关系处理上，在有效发挥龙头学校作用的同时，要处理好龙头学校与其他成员组织及各成员单位之间的关系。

After construction, vocational education group must dispose well with the problems of organization and management inside the group. Referring the theory of enterprise group, the organization structure of vocational education group can divide into four levels： core level, tight level, semi-tightness level and loose level. The management mechanism inside group can adopt council system, the council is the highest decision institution of the group and there are two other institutions： ordinary council and secretariat, which play the role of executive institution and connective institution; in the disposition of inside relationship, the group should effectively exert the role of main school and dispose well with the relationship between main school and other member organizations.
