在京津冀区域一体化进程中，三地经济发展和产业结构转化需要大量高级技术技能人才，作为人力资源开发的有效途径，高等职业教育发展具有重要战略意义。其发展对策为：加大投入力度，实现多元化办学；建立循环机制，实现资源整合与共享；组建职教集团，加大产学研合作力度；建立长效合作机制，打破体制性障碍。

In the process of regional integration, the economic development and transformation of industrial structure of Beijing, Tianjin and Hebei demand a large amount of high-skilled and technique talents. As an effective approach of human resource development, the development of higher vocational education has important strategic meaning, and its development countermeasures are： enlarging investment on higher vocational education to achieve pluralistic school-running, building circulation mechanism for higher vocational education to achieve integration and sharing of resources; constructing higher vocational education group to enhance cooperation of production, research and teaching; constructing long-term and effective cooperation mechanism to break through mechanism obstacles.
