摘要 IMF2007《决定》的通过引起人们对汇率政策与外部稳定问题的高度关注,从IMF2007《决定》的理论出发点分析,它过份强调汇率政策对一国实现外部稳定的作用,缺乏科学性。因为我们现在不仅仅是对地区性的金融危机与绩务危机中的一国政策运用不公有新认识,并不能推广到全球失衡案例上来。为此,汇率政策与外部稳定问题,尚需深入论证。 IMF 2007 Bilateral Sruveillance over Members＂ Policies （the ＂2007 Decision＂） focuses on exchange rate policy and external stability. However, it overstressed the role of exchange rate for the external stability of a country, without any scientific proof. The policy of a country in the regional financial or debt crisis can not be the cause of global imbalance. Therefore, the relationship between exchange rate policy and external stability has to be further examined.
