湘鄂渝黔省际边界地区政策协同研究

Coordinating the Policy in the Boundary Ethnic Areas of Hunan,Hubei,Chongqing and Guizhou

湘鄂渝黔省际边界地区位于国家西部大开发和中部崛起政策格局的交接地带,政策差异明显。政策差异使该地区各接边州(市)、县经济发展出现了新的失衡,对区域经济协作产生了不利影响。国家应实施有别于西部大开发和中部崛起的关于中西部过渡地带的特殊政策,把省际边界民族地区纳入"兴边富民行动"范畴;省际边界地区应打破行政界限,实现政策同步,加强经济协作。

The boundary ethnic areas of Hunan, Hubei, Chongqing and Guizhou are the juncture area of west development and central China development, where policies are very different. Different policies are causing new economic imbalance to the boundary areas. The government should take the special policy which is different from the policy for west development and from that for central China development.
