强调公务员的整体素质能够引导和约束公务员的行为,塑造良好的公务员形象,形成廉洁、精干、优化、高效的公务员队伍和行为规范、运转协调、公正透明、廉洁高效的行政系统。能够较好地完成党的执政任务。而公务员队伍素质的提高是一项复杂而浩大的工程。本文对当前我国公务员队伍的现状,影响公务员队伍素质的原因进行了说明和分析,对构建提高公务员队伍素质体系进行了探讨。

This paper emphasizes the overall quality of the civil service can guide and restrain the behavior of public servants and create a favorable image of the civil service. It has created an honest, capable, optimization, efficient civil service, codes of conduct and a coordinated operation, fair, transparent, clean and efficient administrative system . It can be used to accomplish our party＇s tasks. But this will be a complex mammoth project for the improvement of the quality of civil servants. This paper describes and analyzes the current status of China＇s civil service and the reasons which affect the quality of civil servants. It also has a discussion on how to build and enhance the quality of the civil service system.
