A Kind of Transmission Pricing Approach for Power Market in China

为使英国的输电定价模式更好地应用于我国电力市场,对其进行深入研究。英国的电网使用费中不考虑机组报价,这主要适用于双边交易模式,而我国以集中交易模式为主。英国的电网使用费中假设线路传输容量为无穷大,这适用于成熟期的电网,而我国电网扩建任务较重,经常有阻塞发生。因此,在电网使用费的计算中引入了机组的报价和线路的传输容量,而且体现出阻塞线路和非阻塞线路的差别。理论分析及最后的应用算例表明:改进后的方法保留了原来方法的主要优点,而且适用于我国当前集中交易为主的市场模式。

In order to effectively apply the new electricity trading arrangements （NETA） of UK to the power market of China, the NETA approach is throughly studied. Firstly, the bidding prices of generators are not considered in the transmission network use of system （TNUoS） charges of NETA approach. This is suitable for bilateral-trade mode, but unacceptable for centralized-trade power market. Secondly, the transmission lines are supposed to have infinite capacities in the calculation of the TNUoS charges. This is reasonable in the mature market of UK, but unreasonable in the frequently-congested power market of China. Therefore, the bidding prices of generators and the line capacities are introduced into the TNUoS charges. Furthermore, the indiscriminatively summing up of the costs of all lines is replaced by mainly summing up the costs of congested lines. The theoretical analyses and the final numerical example lead to the following conclusion： The improved approach becomes suitable for centralized-trade frequently-congested power market of China without losing intrinsic merits.
