摘要
本文针对我国地方政府绩效评估存在的问题,从绩效评估指导思想、指标体系、主体、制度、角度和外部条件与环境提出了构建科学地方政府绩效评估体系的思路,为提高我国地方政府绩效的现实操作提供了理论依据。
Government Performance Evaluation(GPE)is an important way to improve Government Performance and therefore it has been attached great importance by the government at all levels. Western government, s have been focusing on the performance of public sectors since the beginning of 20th century and accordingly formed a series of rules or systems on that. Chinese Government also realized the meaning of GPE and carried it into practice in many provinces, but because lacking of experience in this field there is still many problems. The paper tries to give some ideas on how to improve the govemment performance by using the strategy of GPE and therefore construct an effective GPE system in China.
