对完善农村低保制度的探讨——以西安市为例

最低生活保障制度是社会保障体系的最后一道安全线,也是社会安全网络中最重要的组成部分,它在构建和谐社会的过程中发挥着重大的作用。然而我国目前的农村低保制度仍存在着大量问题,特别是西部贫困地区。我们应该从城乡统筹及经济和社会发展相协调的科学发展观出发,从构建和谐社会、建设社会主义新农村的目的出发,加大力度完善农村低保制度。

The village social safeguard system is the final safety line of social security system. It＇s also one of the most important parts in the socoal safety network. And it is bringing the significant effect in the process of. structuring harmonious society. But there is large amount of problem in our village social safeguard system at presant, especially western part area that are impoverished. From the coordination of Economic and social development in urban and rural areas and the building of new harmonious socialist countryside,we should consummate the village social safeguard system energetically.
