摘要
完全竞争市场可以通过价格的调节作用,确保水资源配置实现帕累托最优。但这种最优状态可能由于无法解决"公平与效率"相互矛盾的难题而导致配置公平的缺失。为了实现二者的兼顾,政府有必要对水资源的市场配置进行干预。
Perfect competition market can result in Pareto optimization of water resource allocation by adjusting the function of water price. However, this so-called optimal state cannot solve the problem of balance between equity and efficiency, which will result in the impartiality. To realize the balance, it is necessary for government to intervene the water resources allocation.
