摘要
医疗费用失控已经成为当今的世界性难题,无论发达国家或发展中国家都力求在保障国民健康的基础上对日益膨胀的医疗支出进行适度的控制与收缩。尤其是希望通过制度上的变革为整个医疗保健市场的完善和自我平衡寻得解决之道。本文从公共管理的角度分析了政府在这种变革中的责任与行为,并提出通过建立"弹性制度"与"激励制度"相结合的医疗费用结算制度改善当前医疗市场所存在的弊端。
Nowadays, medical treatment expense has already become one of the best serious problems in the world. Every country will try to control the large scale expenditure in the conditions of the security of national citizen's health. It is anticipated especially that some appropriate system can be built and become the right way. The article analyses the responsibility and behavior of the government in the transform of medical care and the insurance System in the views of public administration, and put forward that " Elastic System" and "Incentive System" would be utilized to eliminate extant disadvantage.
