新疆南疆贫困地区农村综合改革的难点及对策——岳普湖县农村综合改革情况调查

Difficulties and Countermeasures of the Rural Comprehensive Reform of Poor Areas in South Xinjiang——A Survey of the Rural Comprehensive Reform in Yupuhu County

农村综合改革是继农村税费改革之后农村的又一次全面而深刻的革命。自2006年在全国试点的农村综合改革问题很多,特别是贫困地区问题和矛盾为更突出。2007年1月笔者对新疆南疆地区综合改革试点县———岳普湖县进行了实地考察,了解和分析了贫困地区农村综合改革的难点及原因,并有针对性地提出了政策建议。

The rural comprehensive reform is the complete and deep revolution following the rural taxation and expenses reform. There are some problems in the rural comprehensive reform in China since 2006, especially in poor areas. A survey has been made in Yupuhu County in 2007 to learn and analyze difficulties and reasons of the rural comprehensive reform of poor areas and some policy and recommendations have been put forward.
