“善事”之“利器”？——产业用地标准实效探讨

DISCUSSION ON EFFECTS OF INDUSTRIAL LAND STANDARD

国土资源部《全国工业项目建设用地控制指标(试行)》与一些地区产业用地指南出台标志着宏观调控后国家与地区政府对产业引入在土地利用政策方面发生的变化,本文从这些标准出台的背景因素出发,以《上海产业用地指南》为例,通过对产业用地指南编制办法的探讨,对其的实效性与其对完善城市规划编制、研究的意义进行了分析,认为产业用地指标对于城市政府在产业引入时集约化利用土地能起到较好的指导作用,也能弥补以往城市规划与研究在产业用地方面的不足;但产业用地指标却并不能实现城市产业经济发展的战略目标,即构建具自身竞争力的产业等级体系。

The release of the Control Index of Construction Land for Industrial Projects （Tentative Implementation） by the Ministry of Land and Resources and the industrial land guides by some local governments indicates the policy change of the central government and local governments in the land use for industries under the micro-control background. This paper, with the Shanghai Industrial Land Guide as the example, discusses the formulation of the Guide, and analyzes its effects and its significance in improving the urban planning formulation. It argues that the industrial land index can guide the intensive land use for industries and also can offset the shortage of urban planning in industrial land use. But the industrial land index can not realize the strategic target of the urban industrial economy, that is, constructing competitive industrial system.
