The paper expounds the concept of internationalized talents and points out that we should develop the higher education in the way of international strategic cooperation. It stresses that the work of sending students abroad should be continued, the mutual recognition of record of formal schooling and academic degree be furthered and international exchange of students be promoted so as to cultivate international talents to participate in international competition.
