自利比亚独立以来的半个多世纪中,英国与利比亚关系发生了4个阶段的戏剧性变化,从伊德里斯时期的友好密切到卡扎菲执政后的冷淡破裂,以至敌对,后者主要与卡扎菲实行的政策有关;1998年以后,英利关系迅速解冻和解,继而走向全面合作,这一发展变化源于两国政策的改变。从表面看,利比亚首先在外部压力下做了让步(当然其中也有国内经济因素),实际上,英国从经济、战略利益和反对恐怖主义的需要出发,更期待两国关系的这种变化。
For over half a century since Libia' s independence, four dramatic changes by phases have taken place in UK - Libya relations: from the close friendliness in Idris monarchy to the cold hostility in Kadhafi regime, with the latter related to the policies of Kadhafi. After 1998, thanks to the policy changes of both the countries, the bilateral relations thawed out rapidly and approached to an all - around cooperation.It seems that it is Libya that has first made the concession under the external pressure, with the internal economic factors as well, but actually UK, considering its economic and strategic interest, has expected this change more than Libya.
