非洲国家的商品出口与资源禀赋、产业结构有很大关联。非洲国家的资源型贸易结构在客观上迎合了国际社会对资源的需求,也在特定意义上决定了它们的主要贸易伙伴以进口资源型产品为主的商品贸易结构。在需求旺盛和原材料价格上涨的条件下,一些非洲国家资源贸易收益的增加并未有效促进这些国家的发展,主要表现为贸易收益管理存在问题、收入与发展脱节,由此形成"高收入、低发展"的局面。贸易收益管理问题反映了制约相关非洲国家发展的多种因素。解决这一问题的主体应当是非洲国家自身。非洲国家的主要贸易伙伴,特别是西方发达国家有责任从外部促使非洲国家尽快实现产业结构多样化,提高非洲国家的总体发展水平。

Commodity export of African countries is largely connected with their resource reserves and industrial structures. The trade structure of African countries has objectively met the demand for resources of international market and significantly distined their major trade partners' import structure featured with resource products. In the stretching market with the price and demand for raw materials soaring, the increased resource revenue from some African countries has not been effectively functional for their development, presenting the vulnerability of resource management, with revenue getting adrift from development, leading to a situation of high income to low development. The issues of trade revenue reflects many factors detaining the development of respective African countries, and it is African countries who should be the main body of solving such issues. The major trade partners, especially the developed countries, should be responsible in helping promote the diversification of African industrial structure and development.
