浙江庆元县林权管理现状分析与思考

Analysis and Thinking about Forest Right Management Status Quo in Zhejiang Qingyuan County

开展林权制度改革,促进森林资源流转,将潜在的资源优势转变为经济优势,实现林业可持续发展是林业建设长期奋斗的目标;而规范林权管理,则是巩固林权制度改革成果的重要保证。如何建立科学、长效的林权管理机制,提高林业管理质量,已是政府部门亟需解决的问题,同时也是建立现代林业制度中的一项重要内容。通过分析庆元县的林权管理现状及存在的问题,提出今后林权管理的对策。

It is the long-term struggling target of forestry construction to kick out forest right system reform, to push forest resources circulation, to change the potential resources advantages into the economic advantage, and to realize the sustainable development of forestry. Moreover, it is the important assurance of consolidating forest right system reform results to standardize forest right management. After forest right system reform, it is the urgent problem which asks the government to resolve on how to build up scientific, long-term forest right management mechanism, and on how to raise forestry management quality. Simultaneously, it is also one important content in establishing modern forestry, system. By analyzing the forest right management status quo and existing problems in Qingyuan Country, the future forest right management countermeasures are put forward.
