新农村社区发展是和谐社会构建中的重要内容。和谐社会的构建在为农村社区发展提供历史机遇和广阔空间的同时,也在保护农民权益方面提出了更高要求。保护农民权益是建设农村社区的基础和前提,农村社区发展又是保护农民权益的目标和归宿。我国新农村社区发展面临的主要问题是集体经济薄弱、保障服务和农民权益保护制度不健全。应完善有关的法律制度体系,大力促进农村社区发展,这是农民权益保护的基本路径和必然选择。

The new rural community development in the building of a harmonious society is an important content. Construction of a harmonious society provides a historical opportunity and broad space for development of rural communities, it has put forward higher requirements in protecting the rights and interests of farmers . The protection of rights and interests of farmers in rural communities is the foundation and prerequisite for developrnent, rural community development is the goal and the end result in protection of rights and interests of farmers. In China, the new rural community development is facing main problems： weak collective economy, imperfect system of security services and the protection of the rights and interests of farmers. Perfecting legal system and promoting community development are the basic path and inevitable choice in protection of rights and interests of farmers.
