摘要
干部人事制度是政治体制和经济体制改革顺利进行的重要组织保证。建立和完善干部工作制度,形成科学而合理的选人用人机制,是党的建设中一个迫切需要解决的极为重要的问题。在党的干部工作中,我们要努力形成广纳群贤、人尽其才、能上能下、充满活力的用人机制,就必须改革干部选用制度、健全干部选用工作监督制度、建立干部考任分离机制。
The personnel management system is an important guarantee to political and economical reform at the organizational level. The establishment and perfection of the working system for leading cadres and building up a scientific and rational system in selecting and appointing cadres turns out to be a key issue. Therefore, we have to recruit as many talented persons as possible and makes full use of talents moreover these talents should be competent to work both at the top and at the grass roots so as to establish a vigorous personnel management system. In order to achieve these goals it is necessary for us to reform and improve the current system in the supervision of appointment and promotion of officials and separate the cadre assessment system from the appointment of cadres.
