Institution Innovation: a Basic Way of Resolving the Problems of People's Livelihood

制度是调整个体或集体行为规范的权威性规则,制度创新是对人们的行为和关系进行重新规范、调节与组织,以避免出现制度空置和制度缺失。当前,在构建社会主义和谐社会的过程中出现了很多民生问题。这些问题的出现是源于制度发展的滞后和制度的刚性作用没有得到真正的发挥,因此需要以制度创新为基本路径来解决民生问题,从而为和谐社会奠定制度基础。

Institution is an authorized rule that regulates individual＇s or collectiveness＇ behavior. Institution innovation can re-regulate, re-adjust and re-organize human being＇s behavior and relations in order to avoid emerging the uselessness or disappearance of institution. At present, there are many problems of people＇s livelihood in the process of building the socialist harmonious society. The reason why these problems appear is that the development of institution is lagging and the strong character of institution doesn＇t act on. Resolving the problems of people＇s livelihood needs institution innovation as a basic way to establish institutional foundation for building the harmonious society.
