云南省粮食流通监督检查工作的调查与思考

Invesigation of the Supervision & Check works on Grain Distribution in Yunnan Province

通过对云南省粮食流通监督检查工作调查,分析了粮食流通通监督检查工作中的问题及困难,对云南省粮食流通监督检查工作提出建议,即加强领导,提高认识,加大《粮食流通管理条例》宣传,确立行政执法主体地位,建立健全行政执法机构,积极争取财政部门支持,解决监督检查经费,不断提高执法队伍素质,完善检验化验设备,强化培训,提高粮食收购、经营企业人员素质,粮食流通监督检查工作要多部门联合行动,完善《粮食流通监督检查暂行办法》。

Through the investigation on supervision and inspection work on grain circulation of Yunnan Province, this paper analyzes the problems and difficulties in the supervision and inspection work of grain circulation, proposes suggestion on the supervision and inspection work of grain circulation in our province, namely, to increase leadership, improve understanding, enhance propaganda of Management Rule of the Grain Circulation, establish the subject status of administrative enforcement of law, set up sound administrative law-enforcing institutions, actively strive for obtaining support from finance department, solve funds of supervision and inspection, unceasingly improve the quality of law-enforcing contingent, perfect equipment of inspection and assay, strengthen training, improve personnel quality of grain purchasing and operating enterprise, unitely act the grain circulation supervision and inspection and perfect Interim Measures for Grain Circulation Supervision and Inspection.
