信访法律文化与和谐信访的构建

从信访角度重新审视《秋菊打官司》的故事,可以发现基层民众难以割舍的"面子"问题、息事宁人的妥协态度和追求公正的法律精神。当代信访文化的问题在于民众法律意识尚未普及、国家信访法律制度尚未完备,以及群众信访法律行为尚欠理性等迫切需要解决的3个问题。要构建基层和谐信访,解决信访问题,工夫应在信访工作之外,走法治化的道路,实现信访工作信息网络化。

A close examination of the story of ＂Qiu Ju Goes to Court＂ from the perspective of petition indicates grassroots people＇s fear of losing face, compromise, and struggle for legal justice. The three problems demanding prompt solution in contemporary petition culture are as follows： people＇ weak awareness of law; imperfect petition system of the country; irrational petition behaviors. The key to establishing harmonious grassroots petition and solving petition problems lies in legalizing petition and interconnecting petition information on internet.
