强化政府对企业的监管之方法论

Consolidating the Watch and Control by the Government to the Enterprises

市场经济体制下,企业与政府并非毫无关系。在激烈的市场竞争面前,企业受利润的驱使而冒着道德风险生产出的一些负外部性的产品,给社会和人民带来了危害。由于我国还处在由计划经济向市场经济转轨的过程之中,市场经济的发育还不成熟。因此,政府有责任也有义务承担监管的责任。然而现实却使我们看到了政府的监管缺位。消除监管缺位,应从理论和实践两个层面上找寻方法:政府要制定相关法律,规范企业经营行为,加大企业违规处罚力度,尤其要注重监管过程和监管手段。

In the system of market economy, enterprises do not have nothing to do with the government. In face of market competition, some enterprises take moral risks to produce negative products from the urge of profit, which brings too much harm to the people and the society. As our country is changing from the system of planned economy to that of market economy and the development of the market economy is not mature, the government has responsibility and obligation to watch and control the behavior of enterprises . However, what we see is the poor watch of the government. How do the government watch and control？ In this paper, the author puts forward some measures to solve this problem from theoretic and practical directions.Our government should constitute relevant laws, standardize business, enhance force of punishment, and especially pay a great attention to the process and methods of supervision.
