Policy Suggestion on Construction of Socialist New Country

发展现代农业和推进社会主义新农村建设,需要发挥政府和农民的积极作用。政府的作为应该是在农村公共领域,运用资金投入和政策法规支持农业建设现代物质装备、现代科学技术、现代产业体系、现代经营形式、现代发展理念和培养新型农民等等。政府要有相应的政策法规维护生产性农村公共物品和公共服务的权益,以充分发挥它的作用。

The government and farmers should exert active function to develop modem agriculture and to advance the construction of socialist new country. The paper holds that the government should use input of capital and policy in the public areas of country to support the modem material equipments of agricultural construction, modem science and technology, modem industrial system, modem management form, modem development concept and the training of the new peasants, etc. In order to fully exert its function, the government should make the corresponding policies to protect productive agricultural public goods and the right of public service.
