我国农村存在大量的剩余劳动力,他们从农业部门转向非农业部门的过程中,在人力资本存量不高的情况下,难以在正规部门现实就业,根据人力资本投资的主体、特点、效果来看,非正规就业是农村剩余劳动力的最优选择。

There exists large amount of surplus labors in the rural areas in our country, during the transferring from agriculture sector to other sectors and under the circumstance of limitedness in human capital, they are difficult to obtain employment in formal sectors.
