四川非公有制经济发展存在的问题与对策研究

Research on Problems and Measurement of Sichuan Individual Economic Development

文章以十七大精神为指导,认真分析了四川省非公有制经济发展状况。文章认为,改革以来四川的非公有制经济发展态势很好,但同时也存在不少问题:思想观念陈旧是制约非公有制经济又好又快发展的最大障碍;体制机制不顺是困扰非公有制经济又好又快发展的顽症;发展环境不佳是阻碍非公有制经济又好又快发展的重要因素;企业自身问题是影响非公有制经济又好又快发展的内在阻力。为此,文章提出实现四川非公有制经济又好又快发展的对策建议:更新观念,进一步推进行政型政府向服务型政府转变;创新机制,进一步营造支持非公有制经济发展的良好环境;政府支持,进一步建立健全非公有制经济的各种服务体系;突出重点,进一步发挥产业集群在促进非公有制经济发展中的积聚效应;提升素质,进一步引导企业家为促进非公有制经济发展再立新功。

Guided by spirit of the 17th Communist Party Conference, this article analyzes the developing situation of Sichuan individual economy. It finds the smooth developing tendency but also with some problems. The outmoded thought, the backward workingsystem, the unfavorable developing environment, and problems in enterprises themselves are all obstacles of individual economic development. Thus, this article puts forwards a few countermeasures ： renovating concept to establish service government ; innovating system to build more favorable economic environment; highlighting prominence to exert domino effect of industrial integration; and upgrading enterprise qualities to encourage industry groups to make greater contributions.
