党的十七大把十六大确定的国内生产总值(GDP)总量2020年比2000年翻两番的目标,修订为人均GDP翻两番,即以个人人均收入水平目标达到基本形成合理有序的收入分配格局,以及中等收入者占多数为条件。从这个目标出发,改善收入分配既是当务之急,又是发展阶段所决定的长期任务。面对收入差距扩大的挑战,防止陷入"低中等收入陷阱",应加强就业与公平效率的统一,以推动公平再分配的切入点,根据中国国情制定正确的经济政策和社会政策,改善收入分配,超越现实面对的"低中等收入陷阱"。
