随着我国城市的日益发展,城市社区外部不经济问题日益制约着城市的发展和居民生活水平的提高。因此,如何治理社区商业外部不经济,切实解决人民群众日常生活购物与消费等方面的问题则是当务之急。而加强社区商业环境规划,加大政府对社区商业的投入、制定扶持社区商业发展,规范经营的政策、建立健全社区商业行业规范,形成有效的行业监督机制、采取以连锁经营为主的业态多元化发展等是解决社区商业外部不经济之良策。

With the constant city development in China, the external diseconamy market failure of the community commerce has started to restrict the city progress and consumption level. The paper holds it an important task to solve these restrictions on the people＇ s purchase and consumption. It presents some countermeasures involving improving the designing on community commerce environmnet, increasing the governmental input in building community commerce, providing supportive policies for the operation of community commerce, establishing the effective governing mechanism to enhance the diversified development based on supply chain operation, etc.
