论GATS具体承诺修改程序与WTO争端解决程序之间的关系
On The Relationship Between GATS Procedure Of Amendment And WTO Settlement Procedure Of Dispute
摘要
美国在解决与WTO成员方间网络赌博服务领域的争端时,采用了WTO争端解决和GATS具体承诺修改两个程序。前者具多边主义性质,后者兼具多边主义与非多边主义性质;两个程序在操作上有平行性与阻却性,在结果上存在独立性与关联性。
