试论创新驱动型产业政策

On the Policies of Innovation-Driven Industrial

随着经济发展不可预期因素的复杂化,单纯以技术发展为核心的产业政策,已经不能促使发展中国家继续提高产业竞争能力,创新驱动的价值创造才是其保持竞争力和经济增长的最佳途径。文章分析了以技术为核心的传统产业政策的局限性,提出以创新驱动型产业政策代替传统产业政策的必要性,阐述了创新驱动型产业政策的理论基础、基本特征,以及制定创新驱动型产业政策应把握的几个问题。

As the unexpected factors become more and more complicated in economic development, technology-oriented industrial policies are no longer a key power to improve industrial competitiveness in developing countries; to create innovation-driven value is the best way for developing countries to remain their competitiveness and develop economy. The limitation of traditional technology-orlented industrial policies is analyzed and the necessity of innovation-driven industrial policies is presented. The basic mechanism of innovationdriven policies and some key points are also presented.
